Enrollment Guide for in-service personnel of MPM (Master of Project Management)

Beijing Normal University, a key university under the administration of the Ministry of Education, is a renowned institution of higher education and is also acknowledged as one of the nation’s top ten key universities with a history of more than 110 years. Beijing Normal University is among the first group which entered into the “211 Project” and “985 Project” Construction program. It offers 60 different undergraduate majors, 153 Master’s degree programs, 108 Doctoral degree programs, 25 different rotating post-doctoral posts, and 24 and 36 Doctoral and Master’s degree programs for first-level disciplines. At present, there are 5 first-level disciplines, 11 second-level disciplines accorded national key discipline status, and 2 second-level disciplines accorded national key (fostering) discipline status. Moreover, there are 5 first-level disciplines accorded key discipline status by Beijing Municipality, 9 second-level key disciplines by Beijing Municipality, and 1 interdisciplinary program accorded key discipline status by Beijing Municipality. These programs cover 12 disciplinary categories, excluding military science, and comprise a comprehensive discipline structure. It has various kinds of professional master degrees, including Master of Education, Master of Physical Education, Master of Arts, MPA, MBA, and Master of Project Management (MPM). The Master of Project Management covers following four areas: project management, software engineering, electronics and communications engineering and environmental engineering.

School of Systems Science of Beijing Normal University is in charge of the cultivation of MPM. This school was officially established in May, 2013, formerly known as the Department of Systems Science under the School of Management. There are 21 teachers and staffs in this school, including eight professors, eight associate professors and five lecturers. Among them, there are ten doctoral supervisors. The project of MPM will focus on the relevant courses of systems science established by this school. System Theory is the only national key disciplines of system science in China. This school has conducted more than ten lateral and vertical projects funded by the National Fundation of Natural Science and the National Fundation of Social Science with research funds of more than 10 million RMB. Our school has advanced research capability. Its faculties and students have published more than 100 research papers on Chinese and International core journals like SCI, SSCI, and EI. Our school has maintained the top two positions in the recent First-Level Discipline Evaluation conducted by the Ministry of Education.

There are many professional fundamental courses of project management, including Advanced Mathematics, Probability Theory and Statistics, Operations Research, Systems Engineering, Project Management, and Organizational Behavior Study. Other courses include System Theory, Information Theory and Game Theory. In 2001, the school had cooperated with Project Management Institute, USA (PMI) and Beijing Qiya Zhuoyue management consulting company to hold many seasons of PMP certification training; and it has a joint training project of Master of Project Management together with the City University of Hong Kong. In April, 2015, the National Engineering Professional Degree Graduate Education Steering Committee has issued a document accrediting our school’s qualification for International Project Manager Professional (IPMP). It means that the qualified graduates of Project Management will also be certified with a corresponding international certification.


I. Educational Objectives

The educational objectives of MPM in Beijing Normal University are: to cultivate application-oriented and high-level talents of project management to take charge of project planning, conducting, evaluating and decision making and other project management issues for government, enterprises, and institutions; to facilitate the transformation of students from talents of skills to talents of management. The Master Degree of Project Management requires the students to obtain a solid theoretical foundation and broad knowledge acquisition; to have a general understanding of the development trend of project management at home and abroad; to be able to analyze project feasibility, to evaluate project performance, to design and plan project, to control project cost, and to accomplish project purchasing, conduction, controlling, together with managing project risks and organizational process assets management. The graduates also need to be able to read relevant foreign literatures and to communicate and write in English.

Through the accomplishment of this MPM project, the graduates certified with Master degrees would be competent for various senior project management positions, such as project manager, project appraiser, management counselor, and so on.


II. Research Orientation

The research orientation of the MPM project includes IT project management, management of service projects and activities, real estate project management, performance evaluation of public projects and general project management technology, etc.


III. Admissions Requirements and Application

【Applicants should read and check the following admissions requirements before the online application, and to make sure that each applicant is qualified to meet our basic requirements. The school shall review the applicants’ qualifications and exclude those who are not qualified or who faked their application.】


1. Admissions Requirements

Applicants must meet one of the following requirements:

(1) Possess a Bachelor’s degree from a nationally or internationally accredited college or university before July 31st, 2012.

(2) In service technical or engineering managers who possess a Bachelor’s degree from a nationally or internationally accredited college or university before July 31st, 2011.

(3) Teachers who are teaching Engineering and Project Management.


2. Application

The process includes online application and scene confirmation.

Online Application: Applicants should visit the network of China Academic Degrees & Graduate Education Information (Link: http://www.chinadegrees.cn) and log on the Information Platform of Master’s Degree for In-service Personnel (Hereinafter referred to as the Information Platform, Link: http://www.chinadegrees.cn/zzlk). Applicants are required to register on the Information Platform, to submit a qualified digital photo, to complete the online registration, to pay a non-refundable application fee online and to print the “Master’s Degree Registration Form for In-service Personnel, 2015”. The whole procedure should be completed during June 23rd to July 11th, 2015.

Scene Confirmation: Applicants are required to take the Second Generation of Resident Identity Card (or Passport), the original degree certificate of highest record of formal schooling, and the printed “Master’s Degree Registration Form for In-service Personnel, 2015”, and to be present at the confirmation spot verified by the Academic Degrees & Graduate Education of each province to check and confirm the registration information. Once the applicants sign your signature, the registration information is not allowed to be changed.


The online application and scene confirmation should be completed within the time range. Otherwise, any application will not be accepted. The application is also invalid even if applicant who has finished the online application but fail to complete scene confirmation on time. The application fee is non-refundable. Applicants can choose a valid nearby examination spot or the designated examination spot in Beijing to take the entrance exam.


IV. Entrance Examination

The entrance examination of MPM includes two stages of exams.

Stage one: each applicant is required to take the National Graduate Candidate Test (GCT), which mainly test the comprehensive quality of each applicant. The GCT scores are valid for one year. Each applicant can only choose to apply for one school.

The GCT test paper consists of test of the following four parts: Language competence, Mathematics, Logic, and Foreign Language competence (English). The total score of the GCT test is 400 scores, with 100 scores for each part. The time duration of the test is three hours in total. Relevant materials can be referred to the “Reference Book of Graduate Candidate Test” (Science and Technology Literature Press).

The test time is on October 25th, 2015. The specific time and place is on your Admission Ticket. Applicants can log on the Information Platform and download your Admission Ticket after October 15th, 2015.

Stage two: Our school will publish the qualification standard mark of the GCT for MPM and the applicants who get higher scores than the standard mark are allowed to take another examination arranged by our school. The applicants to take the second stage examinations need to complete the “Registration Form for In-service Personnel to take the second stage examination for MPM, 2015” (This registration form can be found and downloaded at the MPM Education Center’s official website of our school). This registration form will be filed with the first stage examination and interview records. The specific time and place for the second stage examination will be given with the second interview.


V. Admission

Applicants will be admitted according to the comprehensive performance of GCT, the second stage test of professions and relevant tests. The number of admitted applicants who has not got a bachelor’s degree will not exceed 10% of the total number of the Engineering Master Admissions.

The new term start in the spring of 2016 for applicants admitted. For those who are not admitted into our school can contact other schools in Beijing for regulates admission.

The total tuition is 50,000 RMB (excluding books or materials), including course tuition 35,000 RMB and graduation paper tuition 15,000 RMB.


VI. Cultivation

This is a Part-time schooling with duration of 2 to 4 years. On campus schooling time shall be no less than half a year or 500 hours. The whole program consists of two stages: courses and thesis.

Stage one (Courses): students can take weekend courses over three semesters in total and 16 teaching weeks in each semester, which is the same as full-time schooling students. The courses will be arranged in one whole day on each weekend. Students are required to complete the course tasks and earn at least 30 credits before transferring to the second stage for graduation thesis accomplishment.

Stage two (Graduation thesis): Masters of Engineering should complete their graduation thesis in accordance with their engineering projects. The thesis can either be applied research papers, high standard research reports or case study reports.


VII. Conferred Degree

The degree of Master of Engineering will be conferred to those students who meet the requirements of the cultivation, namely those who have accomplished the courses, earned at least 30 credits, and passed the defense of graduation thesis. The Master Degree certificate is officially issued by the Academic Degrees Committee Office of the State Council.


VIII. IPMP Certificate

Students who passed all the courses with an average score of more than 75 points, and earned the required credits can be conferred with the certificate issued by IPMA level D and are allowed to take the qualification examination for level A, B, C organized by IPMA for free. Students who passed the examination can be conferred with certain grade certificate. The certification fee is not covered within the tuition.

IPMP is a leading provider of human resource training for the project management profession. It is an internationally recognized professional designation, which is a comprehensive assessment of the professional knowledge and ability in project management. It is internationally recognized and authorized. IPMP was authorized by the protocol agreed by all the member states and IPMA and (Double) Agreement Project Management Research Committee, China. Being an international certification, IPMP is largely recognized by over 50 member states. Currently, IPMP has also gained recognition by various fields, including Architecture, Railways, Communication, Military and Aerospace, etc. An IPMP certification has become a necessary requirement for project bidding in certain industries.
